I remember like 2 conversations going like that, but the one that's of course stayed most with me, was when Phlox' wife was hitting on Trip, and he felt he had to confront him about it.

Possibly Trip said that, to Phlox, and then normally the latter had to reply to it, if no one else was in the room with them, and if it were that scene...

Did I get it? Probably no... :)
