It's Odo and Kira, from the one that Nana and Rene couldn't agree on how to pronounce... Chimera. Odo was the one being looked at, so I'm sure he's the one that said it. They were close together somewhere.. cuddled or something. Kira thought afterward that the other changeling.. I can not think of his name, but he was played by the guy who plays Martok (I know you'd probably rather have character names *g*)... She thought he knew something about Odo that Odo didn't know.. because they'd melted together. The other changeling had offered Odo to join him on a quest to find the rest of the hundred changeling babies sent out into the universe.

Back when the show started and Shapeshifters/Changelings were just getting worked out I had written something similar about a changeling that grew up and was raised to be something other than one and actually believed that she had to sleep in water, because she was water... The plot was somewhat similar to this one so when it came up I just stopped working on it. Shame 'cause back in the first or second season was when I'd started and my English teacher (it was a project) told me to submit it as an episode. Never got to.
